Section 8 of the UAE Electronic Invoicing Guidelines V1.1 consolidates the implementation timeline published in MD No. 244 of 2025. It covers the pilot phase, the voluntary phase, and the mandatory phase, with specific ASP appointment deadlines and go-live dates for each category of Person.
Pilot Phase
The Electronic Invoicing System commenced with a Pilot Programme on 1 July 2026. The Ministry selects participants and contacts them directly. Participation in the Pilot Programme is voluntary — a Person is only included if they agree in writing. Once a Person agrees to participate, they are required to adhere to all technical requirements for Electronic Invoicing in the UAE as prescribed by the Ministry and the FTA.
Voluntary Phase
From 1 July 2026, all Persons — regardless of revenue — may implement Electronic Invoicing on a voluntary basis. Voluntary participants must comply with all technical requirements. However, administrative penalties apply only from the date on which that Person is required to mandatorily implement Electronic Invoicing. This creates an incentive for early adoption: businesses can test their systems, identify implementation gaps, and refine processes without penalty exposure.
Mandatory Implementation Phases
The mandatory rollout is structured in three phases by entity type and revenue threshold:
| Phase | Entity Type | Revenue Threshold | ASP Appointment Deadline | Go-Live Date |
|---|---|---|---|---|
| 1 | Person | Annual revenue ≥ AED 50,000,000 | 31 July 2026 | 1 January 2027 |
| 2 | Person | Annual revenue < AED 50,000,000 | 31 March 2027 | 1 July 2027 |
| 3 | Government Entity | N/A | 31 March 2027 | 1 October 2027 |
Revenue Threshold: Key Considerations
The revenue threshold determines which mandatory phase applies. The Guidelines do not define the revenue measurement period or basis within Section 8 — this is addressed in MD No. 244 of 2025. Practitioners advising clients near the AED 50,000,000 threshold should refer to MD No. 244 of 2025 for the precise measurement rules, as misclassification between Phase 1 and Phase 2 has a six-month compliance gap consequence.
ASP Appointment Deadline vs. Go-Live Date
The table distinguishes between two dates: the deadline to appoint an ASP and the deadline to go live with Electronic Invoicing. For large businesses (Phase 1), the gap between ASP appointment (31 July 2026) and go-live (1 January 2027) is five months. This window is intended for onboarding, testing, and system integration. The Guidelines explicitly recommend that all Persons and Government Entities plan ahead and make the necessary changes to enterprise solutions to be compatible with UAE Electronic Invoicing System specifications.
Transitional Obligations
During the period in which not all businesses are onboarded, the Guidelines recommend that businesses work with their ASP to ensure sufficient data is available in respect of buyers and suppliers. This is a direct acknowledgement that the Peppol participant identifier lookup (Corner 2 locating Corner 3) will not function for counterparties that have not yet onboarded. Suppliers will need a process for handling Electronic Invoice issuance to buyers who are not yet on the system.
Penalty Timeline
Administrative penalties under Cabinet Decision No. 106 of 2025 are applicable only from the date a Person is required to mandatorily implement Electronic Invoicing — not from the voluntary go-live date. This is significant: a business that voluntarily goes live on 1 July 2026 but has a revenue below AED 50 million does not face penalty exposure until 1 July 2027.
Practitioner Implications
The phased timeline creates four distinct compliance windows simultaneously from 1 July 2026: the pilot (selected), voluntary (open to all), Phase 1 mandatory (large businesses), and preparation for Phase 2 (smaller businesses). Large enterprise tax teams should treat 31 July 2026 as a hard ASP appointment deadline — not a target. The five-month implementation window before the January 2027 go-live is insufficient for a complex ERP integration if the ASP selection process has not begun.
